The oil-dominated economy of Brunei has long utilized migrant labor to respond to the needs for skills. Already in 1986 temporary migrants were 32 percent of the labor force, and in 1988 immigrant labor was 71 percent of the workforce in the private sector. Migrants come mostly from Southeast Asian countries and should constitute 35 percent of total employment in the year 2000.
